Narrative:

The action of the film "Operational Development" takes place in our time in St. Petersburg. The operatives from the main department of the Ministry of Internal Affairs come to the attention of a hired killer known in criminal circles by the nickname "Soloist".

Major Kuznetsov's group is monitoring the "Soloist", but during an attempt to detain him, police officer Sergei Prokhorenko dies, while the criminal manages to escape.

The authorities decide to frame Prokhorenko's murder as a traffic accident, and Kuznetsov is ordered to immediately stop developing the Soloist.
