The plot of the movie White Arrow (movie 2007):

The action of the movie takes place in the mid-90s of the last century in Russia. The country was plunged into the abyss of gangster lawlessness. Bandits or so-called businessmen with a criminal bias, who had become unbridled by permissiveness and impunity, were dividing and remaking spheres of influence, business, and power, and their victims were increasingly ordinary people.

Law enforcement agencies, whose officers often received meager salaries, were unable to counteract the crime that had overwhelmed the country, and the bandits, who made huge sums of money, easily evaded responsibility by bribing prosecutors, judges, and police chiefs.

Nevertheless, there were idealists in the police who did not take dirty gangster money, but fought crime to the best of their ability. However, legal methods of struggle were increasingly ineffective, and a bandit detained by police officers was released a few days later by a corrupt judge or prosecutor.

However, soon, more and more often one or another particularly arrogant bandit or outlaw, released from custody died under strange circumstances. Rumors began to circulate about "The White Arrow"The organization allegedly consisted of law enforcement officers who simply shot these particularly arrogant lawless people.

Nikolai Balakirev, a graduate of a military school of airborne troops, is forced to return home to St. Petersburg to look after his younger sister after the death of his mother.

A friend of his father, General Leonid Kashin, helps Nikolai to transfer to the police, where he becomes a member of the department for combating organized crime under Major Georgy Bekeshev.

But even work in the police force Nikolai does not help to protect his sister Katya, who becomes a victim of rape and murder of criminal authority and outlaw "Pelikan". The bandit arrested for murder, as if nothing had happened, goes free a few days later and cheerfully celebrates his release with his bandit friends.
