Inspired by previous successful experiments in police staffing, the rector of the police academy, Commandant Lassard, comes up with a new idea.

The essence of this new idea was that along with the police, ordinary civilians could also protect their home streets. To do this, they simply needed to undergo the necessary training at the police academy. Lassard's program was called "COP" and was approved not only by the public, but also by the state authorities.

The only opponent of the program was Captain Thaddeus Harris. Lassard's former deputy at the academy and now the head of one of the police stations in the city.

Given that Lassard had brought in Mahone and company to train civilian patrols, Harris did his best to discredit the idea. And he almost succeeded.

During their first tour of duty in the city, civilian patrols were overly vigilant. This led to the uncovering of a police agent embedded in a gang of stolen goods dealers.

However, Harris' triumph was short-lived. Soon his assistant Lieutenant Proctor "distinguished" himself even more. Unlike his civilian colleagues, he completely let his guard down. As a result, dozens of criminals escaped from custody, and the entire police leadership was behind bars.
