The plot of the movie Document R (movie 1985):
The movie takes place on the eve of the twenty-first century in the United States. The country is overwhelmed by crime, and the government, under pressure from the FBI, initiates the adoption of the 35th Amendment to the Constitution, which, in the event of a state of emergency in the country, significantly restricted the rights and freedoms of American citizens.
In order for the 35th Amendment to pass, 38 of the 51 states in America must vote in favor of it. At the time the movie begins, all states have expressed their opinion in favor of the 35th Amendment and many have voted in favor of its passage. Only two states, Ohio and California, need to vote for the final passage of the issue.
Thanks to the energetic activity of the famous American public figure, publicist Anthony Pierce, the state of Ohio voted against the adoption of the amendment, and now its fate, like the fate of all America, was in the hands of California.
Senator and Law Committee Chairman Christopher Collins, like most of his colleagues, had no doubts about the need to pass the 35th Amendment, which was supposed to save the country from rampant crime. A few days before the vote in California, however, Collins received word that Justice Secretary Bagster wanted to see him. Collins immediately rushed to the minister, but was unable to find him alive: Bagster, who had recently had a heart attack, was dead.

Collins could not understand why Bagster, for whom he was not a close friend, wished to see him at the last hour. Meanwhile, the President and the FBI plan to appoint Collins to replace the deceased Bagster as Secretary of Justice. But first, Collins is assigned to go to California, where he must actively promote the 35th Amendment to the Constitution. As part of that campaign, Collins will have to hold a public televised debate with Anthony Spears, a staunch opponent of the amendment.
But after arriving in California and meeting a variety of people, Colins begins to question his attitude toward the 35th Amendment. Police chiefs unanimously stated that the crime figures the FBI was scaring people with were greatly inflated and did not match the data they were filing. And after meeting with Chief Justice Meiner, Collins became a definitive opponent of the amendment.
Collins realized that adoption of the amendment threatened the country with dictatorship and usurpation of power by FBI Director Tynen and those puppeteers from the military-industrial complex who were behind him. After all, if the amendment was passed, they would have no problem declaring a state of emergency in the country, citing allegedly increased crime, and seizing power.
Together with Judge Mainer and his former TV opponent Pierce Collins manages to infiltrate the experimental city of Argo City. In this city, the totalitarian regime that was to spread throughout America if the 35th Amendment was passed was realized.
Collins realizes that the adoption of the 35th Amendment poses a threat to the existence of the American nation and together with Meynert and Pierce makes every effort to prevent its adoption. They manage to find out about the existence of a certain "document P" secret protocol to the amendment. Collins realizes that this document contains something that will fundamentally change the attitude of the people to the 35th Amendment, but he has very little time left, and the FBI will actively interfere with him....
