The action of the film "Twenty-six Baku Commissars» takes place in the summer-autumn of 1918. After the October Revolution, power in Baku passes to the Council of People's Commissars (Sovnarkom), consisting of various revolutionary parties: the Bolsheviks and the Left Socialist Revolutionaries, the Mensheviks, etc. The Council of People's Commissars is headed by the Bolshevik of Armenian origin Stepan Shaumyan.
This was extremely important, because the young Soviet Republic was in dire need of resources, especially Baku oil, which both the British and the Turks, together with the Caucasian Islamic Army, were trying to establish control over.
However, as the Turks advanced, the people's commissars of Baku split into two groups. The Socialist Revolutionaries and Mensheviks believed that English troops should be called in for help, while the Bolsheviks advocated organizing the defense of the city on their own and an alliance with Soviet Russia.
However, this time the Bolsheviks found themselves in the minority and were forced to refuse to participate in the Council of People's Commissars. After the British troops entered Baku, the Bolshevik commissars decided to leave Baku and go by steamship to Astrakhan, but due to the betrayal of the Mensheviks and Socialist Revolutionaries, the commissars were handed over to the enemies of the revolution...
