The plot of the movie State Border. Film 8: On the Far Frontier (1989):

The movie takes place in the late 80s, during the perestroika period in the USSR. Despite the processes of détente and a significant warming of relations between the USSR and the US, the intelligence service NATO continued its subversive activities against the Soviet Union. In a transit train traveling through the entire territory of the USSR, NATO special services installed special equipment for scanning the situation.

But meanwhile, while the train was in transit, Soviet border guards discovered a large shipment of drugs on another transit train. Fearing that now all transit trains will be thoroughly inspected, the leadership of Western intelligence services decides to urgently deactivate the equipment, remove it from the train and smuggle it to the center....
