The movie is set in the 1960s, at the height of the Cold War. The military-political bloc NATO is actively expanding, coming close to the borders of the USSR, which poses a serious threat to the security of the Soviet Union. So far, the case was limited to provocations on the state border, which could later escalate into an armed conflict. This movie, based on real events, tells about the suppression by Soviet border guards of one of such NATO provocations in the Baltics....
