The film is set in the mid-1980s. The US Navy Command plans to secretly deploy the super-powerful nuclear submarine Atlantis to a combat position in the Indian Ocean. From here, Atlantis, whose one salvo is equal to 960 Hiroshimas, will be able to deliver an immediate and preemptive strike on strategic targets of the Soviet Union.

The problem was how to secretly bring the submarine into position, because Soviet satellites were constantly monitoring the Indian Ocean. All information from the satellites was sent to the space communications center located on the West Coast of the USSR, in the Baltics.

The Navy leadership, together with the CIA, decides to disable the antenna of the space communications center by damaging its main part - the emitter. For this purpose, one of the best CIA saboteurs, Steve Bruner, is sent to the USSR.

The agent would be delivered to the area of the operation via Aeroflot on a scheduled flight from Hamburg and ejected on a special parachute-wing capable of gliding for several dozen kilometers. The agent's landing was planned in a deserted place near the lighthouse, but it was here that Soviet border patrol boat No. 045 was patrolling the area.

In order to divert the boat from this area, the Americans devised a diversionary maneuver: their boat was to come close to the USSR border and pass along it at maximum speed, so that the border guards would rush to intercept it. The operation was developed down to the smallest detail, but was not insured against accidents.

So that evening, the commander of ship #045 puts midshipman Bakhteyev ashore and instructs him to repair the substation at the lighthouse. Noticing the parachutist, Bakhteyev conducts covert surveillance of him.

On the way, Bakhteyev manages to contact the KGB and report what happened. KGB Colonel Kononov instructs Bakhteyev to continue to lead the saboteur, but under no circumstances to try to detain him, because the Soviet counterintelligence needed to know where and for what purpose he was going...
