Narrative:
The action of the film "People in the Ocean" takes place in the late 70s of the last century in the Far East. A border boat patrolling the state border in the Pacific Ocean provides assistance to a fishing schooner in distress due to a strong storm. During the rescue of people - members of the schooner's crew - sailor Sanya Pryakhin is seriously injured, who soon dies in the hospital from his injuries.
But all the people on the schooner, who turned out to be citizens of China, were alive and delivered to the border outpost. After all the formalities necessary in such cases had been carried out, these citizens now had to be handed over to the Chinese side, and for this the head of the outpost had to take written explanations from the Chinese, but unexpectedly they categorically refused to write anything.
At that time, relations between the Soviet Union and China were far from the best in the history of the two countries, so there was concern among the detained Chinese that if they were handed over to their authorities, they could be labeled as Soviet spies, with subsequent negative consequences for them and their families.
Having succumbed to the arguments of the young provocateur, the Chinese categorically refused to write explanations, demanding that they either be released simply like that or recognized as captured.
The Soviet border guards found themselves in a difficult dilemma, since they could not legally simply let the Chinese go, and recognizing them as captured could provoke a military conflict...
