The film takes place in one of the regional centers of Russia in the late 90s of the last century. A certain Lushnikov, the former driver of a well-known criminal businessman in the city, Goldobov, is murdered.

The investigation of this case was entrusted to the investigator of the city prosecutor's office Pavel Nikolaevich Pafnuev. Pafnuev with all his integrity approached the investigation of this case, and soon the trail of the murderer of a certain Andrei, an employee of a car service center, came out.

The city prosecutor Antsiferov demands the immediate arrest of the suspect, but Pafnutev, despite the warnings of Antsiferov and the head of the Department of Internal Affairs, General Kolov, continues to search for the customer of the crime. Soon Paphnyuev establishes that the murder of his former chauffeur was ordered by Goldobov himself, and carried out by the employees of the car service under the direction of a certain Zavarzin - the director of the car service.

Realizing that it will not be possible to persuade Pavnuyev in an amicable way, citizen Goldobov gives the command to kill the investigator. Zavarzin entrusts the elimination of Pavnuyev Andrei, whom he framed in the case with the murder of Lushnikov. And that Andrew would be obedient, the bandits kidnap his girlfriend Sveta.

But Andrei could not carry out the order, realizing that with this murder criminals forever and firmly bind him to themselves. Having found the bandits at Goldobov's dacha, Andrei kills them and rescues Svetlana, whom the criminals had managed to brutally rape. Unable to bear the shame, Svetlana commits suicide.

Pafnuev came to arrest Andrei, but after listening to his story and realizing that the guy was framed, he leaves him free. In addition, Andrei shows Pafnuev his trophy, the diplomat seized from Zavarzin.

In this briefcase, the deceased Goldobov kept documents exposing the criminal activities of the mayor of the city, Systsov. Pafnuev realized that it was the mayor who was the leader of organized crime in the city, and Goldobov and Zavarzin only worked for him. Pafnutev promises Andrei that Systsov will answer for everything....

At this time, an unknown gang appeared in the city, engaged in robbery attacks on trailers with the murder of drivers. Soon Pafnuev learns that behind these crimes is a certain outlaw Bairamov, and behind him is the same all-powerful mayor of the city Systsov....
