The movie is set in the late 90s. Victor Navorski from the fictional Eastern European country of Krakozhi arrives in New York on a tourist visa. However, while he was in flight, a military and political coup took place in his country and the country ceased to exist.

Because of this, Victor finds himself in a very difficult situation: he cannot be allowed into the United States because the country that issued his visa has ceased to exist. And for the same reason, he cannot be deported back to his home country until diplomatic relations with the new government are established.
