Действие фильма «Председатель» разворачивается в 1947 году. Фронтовик Егор Трубников возвращается в родную деревню Коньково. В семнадцать лет он покинул деревню и ушел на военную службу. Воевал в Халхин-Голе, реке Хасан, штурмовал линию Маннергейма в Финляндии, прошел всю Великую Отечественную войну, на которой потерял руку.
A war invalid, a pensioner, he could live in Moscow, where he had an apartment, but Konkov was drawn to his native land. He came to the village as chairman of the collective farm with an ambitious dream of building a happy life here. During the war and occupation, the village had fallen into deep decay, the people had become impoverished and had little hope for Soviet power.
Semyon, Yegor's brother, was an ardent opponent of the restoration of collective farms and advised him to give up this ungrateful business and leave the village. But Yegor is not accustomed to stop in front of difficulties, because he went through such a terrible war, managed to survive and win.
In the election of the collective farm chairman, Trubnikov does not promise the villagers a sweet life and manna from heaven. Hard and persistent labor is the recipe for getting out of the difficult crisis. Trubnikov understands more than anyone else that a peasant cannot be forced to work for the state as if it were his own, and he sees the main task as material motivation of labor and, as a consequence, the growth of the collective farmers' welfare.
The chairman did not agree against equalization, blown indicators and eyewash, therefore, very quickly makes enemies, as well as his fellow chairmen, and among the district bureaucrats. And Egor's successes do not give rest to his brother Semyon, who secretly sends denunciations to the district bureaucracy. MGB.
The clouds are gathering over Trubnikov: his friend Kochetkov is arrested, from whom the MGB is trying to get dirt on the chairman of the Konkovo collective farm. However, the ideas of reforming the village are echoed by high party and state officials, who give Yegor Trubnikov a chance to bring his cause to the end...
