The film takes place at the turn of the 80s and 90s of the last century in a small provincial town. The main character of the film, a young man Vitaly, cold-bloodedly decides to kill a ten-year-old schoolgirl, the daughter of the chairman of the local executive committee, Alena Pavlovna.
In addition to this, Vitaly also decides to earn some money from his boss, and, calling on the phone, reports that her daughter has been kidnapped, demanding a ransom of one hundred thousand rubles for her release.
In fact, the young man was not concerned about money, he just wanted to punish the arrogant official, ruin her life. Having arrived from Buzuluk, a town in the Orenburg region, Vitaly enters a pedagogical institute, from which he is expelled in his first year. Then the unfinished teacher goes to work as a courier in the local executive committee, where Alena Pavlovna, with whom Vitaly had an office romance, presided.
But soon this romance ended, and Vitaly flew out not only from the heart of his boss, but also from work, having lost his only source of income.
Having suffered a fiasco with his middle-aged boss, Vitaly seeks the love of his peer Vera, who does not pay any attention to the guy and humiliates him in every possible way, but this only provokes Vitaly, who is maddened by hatred for people...
