Действие фильма «Стервятники на дорогах» происходит в начале 90-х годов прошлого века, страну захлестнула волна преступности. Криминальные структуры брали под свой контроль все, что приносило хоть какой-то доход, и правоохранительные органы уже не могли остановить волну тотального бандитского беспредела, а зачастую сами сотрудники этих органов становились активными членами преступных сообществ.

On the roads, bandits engaged in extortion, demanding payment from truck drivers for the safety and security of their cargo, and sometimes they themselves robbed trucks, killing the truckers.

One day, truck driver Anatoly becomes a victim of these vultures on the roads. Casual acquaintances asked him to give the bandits a wheel from "Volga"in which the drugs were hidden.

His best friend Sasha, a fellow truck driver, tries to dissuade Anatoly from this adventure, but he refuses to listen to his friend's voice, because he had a family, and now he has such a chance to earn some good money.
And soon Anatoly's body is found not far from the road, next to his car. Sasha guesses the reasons for his friend's murder and tries to help the investigation solve the crime, but the investigator brushes him off like an annoying fly. Then Sasha decides that he needs to find the killer himself and hand him over to the police, but soon learns that some police officers are actively helping the bandits...
