The plot of the movie Penalty Kick (movie 1963):

Comrade Kukushkin, an enterprising Soviet bureaucrat, was in charge of the animal husbandry department in Petrovsky district. And he was not bad, one could even say good, because one day he repeatedly fulfilled the plan for butter production. However, when it became known that Kukushkin bought butter in the stores of a neighboring district, he was removed from his post.

But not far. Now Comrade Kukushkin was in charge of all sports in the district. And, of course, he was going to earn honor and glory in this field.

It was just then that the region was planning to hold a spartakiade among rural athletes. And Kukushkin realized that this was his finest hour, he just needed to bring the first place for the district.

One day Kukushkin read an article in the newspaper "Sovetsky Sport" about athletes who were not quite honest and who performed for other sports societies for money. And, despite the fact that they have all been exposed, Kukushkin decides to use them once again.

After all, the Spartakiade will be held a thousand kilometers away from the city where these athletes performed. So no one will be able to recognize them. And, besides, Comrade Kukushkin himself prepared for them excellent biographies of combine harvesters, tractor drivers, zootechnicians, land reclamation workers and even a farm manager.

The main thing was that none of the athletes bought by Kukushkin did not blab, and the victory in the Spartakiade was in his pocket. But one of the athletes turned out to be quite amorous.

Igor Korolev, a hockey player and master of sports, meets a pretty young girl. And this pretty young girl turns out to be a journalist of the local newspaper, who was assigned to cover the Spartakiade....
