Narrative:

The action of the movie "Why an alibi for an honest man?" takes place in the early 90's of the last century. Ambitious deputy chief of criminal investigation of a small provincial town Captain Victor Zabrodin is nominated as a candidate for deputy from the district.

His election campaign becomes the fight against crime, and in this fight Zabrodin does not shy away from anything, even gross violation of not only his professional part, but also the law.

In order to increase his rating Zabrodin decides to stage an attack on a collection vehicle carrying money for salaries to the local state farm. However, something went wrong, and the driver, who was not privy to Zabrodin's game, manages to throw the money out of the UAZ when unknown masked men with guns tried to stop the car.

Victor Shaludkin becomes an accidental witness to it all, who takes possession of a collection bag with money thrown out of a UAZ. As any honest man, the former museum worker Shaludkin decides to take the money to the police, but on the way he is overcome by doubts. After all, for all his honest life he could not even earn a normal apartment, and lived with his wife, pregnant daughter and mother in a one-room apartment.

Therefore, Shaludkin decides not to give the money yet, and a little use them. For the entire amount he buys bonds, hoping to break a large winnings, at the expense of which he will be able to solve all his financial problems and give the money to the state, but this time fortune turns away from the hapless businessman....
