The film takes place in Russia in the late 1920s, during the decline of the so-called NEP.
In this troubled time of socialism and neo-capitalism, a young man named Ostap Bender tries to realize the crystal dream of his childhood. "To at least take a quick look at Rio and walk along the Copacabana promenade in white pants and a white shirt."
In order for this dream to become a reality, Ostap needed only half a million rubles, and preferably not in parts, but in full. But where to get five hundred thousand in the country of victorious socialism?
And although he was a great schemer, he knew many ways to earn money without resorting to work and without breaking the law.
However, even with such abilities, it was very difficult to earn half a million in Soviet Russia.
But Ostap was not discouraged, because he knew that if there were banknotes in the country, then there were people who had a lot of this money.
But how to find such people? After all, they did not advertise their wealth, and it was difficult to distinguish them in the city crowd by their appearance.

But one day the great schemer came across the trail of one of these underground millionaires. Touring the country under the guise of the son of the revolutionary hero Lieutenant Schmidt, and begging for "humanitarian" aid from gullible officials, Ostap meets his "brother" in the person of a certain Shura Balaganov, who also worked as the "son" of the heroic lieutenant.
At first, Ostap was very angry at Shura, who used his method of earning money, but soon Balaganov turned out to be very useful.
He told Ostap about a certain citizen Koreiko, who, according to his information, was the very same underground millionaire that the great schemer was hunting for.
