In 2012, gubernatorial elections were resumed in Russia. But this does not mean that now the people could elect anyone they wanted, it is just that the formal appointment of governors pre-approved at the top will now take place with a noisy election campaign with concerts, gypsies, bears, televised debates and other attributes of "democracy".
In one of the regional centers of the Volga region, such an already approved candidate was Igor Tsaplin, who had held the post of governor of the region for two consecutive terms and was now running for a third term. For Tsaplin's team, the elections were a formality or simply an expensive show promoted by local and visiting highly paid PR people.
The first and most important element of this show called “the governor’s election” was the opening of the bridge across the Volga, which was supposed to become the calling card of Tsaplin and his team, the most significant achievement of his work in this post.
But since most of the building materials intended for the bridge were used to build a new house for the local prosecutor, the bridge began to collapse a few minutes after Tsaplin ceremoniously cut the red ribbon. The scandal occurred before the eyes of the Moscow curator, who hastily retreated back to the capital to report this emergency to his superiors.
This unexpected setback caught the Kremlin puppeteers who had been promoting Tsaplin off guard, and now they couldn't decide what to do next. In the meantime, Tsaplin's team decides to save the situation on their own and invites a group of experienced Moscow political strategists who had once promoted Tsaplin.
But the worst thing about this situation was that Tsaplin himself did not want to be governor any more. And before the televised debates with his main competitor, the businessman with criminal leanings Balashov, he simply disappeared. And this was only two days before the elections!
Moscow political strategists decide to save the situation by any means and instead of Tsaplin they send Kamil Larin, who accidentally came into their hands, to the televised debates under the guise of a candidate for governor. These televised debates became key in determining the results of the gubernatorial elections, which surprised even the Moscow political strategists who had seen everything in this life…
