Plot:
The action of the film "The Tenth Step" takes place at the end of 1920. Russia, bled dry by a long civil war, lay in ruins. The country was in dire need of bread, and famine came to the ruined cities. The party sends its representatives to different parts of the country to carry out the food tax collection, aimed at an accelerated solution to this acute social problem.
Divisional Commissar Osip Dzyuba is appointed chairman of the district revolutionary committee in the town of Stepyansk in Ukraine. The hometown of his wife Anna Peremytova, a hereditary noblewoman who came to the revolution at the call of her heart.
At this time, the district is being operated by the gang of ataman Khmara. The bandits, together with the White Guard underground, are actively sabotaging the food tax collection, therefore, the liquidation of the gang becomes a priority task for Dzyuba and the local Cheka. In order to know about the bandits' intentions, the Cheka introduces their agent Smirnov into the gang.
Meanwhile, Anna meets her brother and former fiancé Boris Romanenko in Stepyansk. Unaware that they are active members of the White Guard underground, Anna gives them important information…
