Действие фильма «Мичман Панин» происходит в 1912 году, в России. За революционную деятельность тринадцать большевиков приговорены судом к смертной казни. До приведения приговора в исполнение осужденных помещают в Кронштадтскую крепость. Товарищам осужденных большевиков стало известно, по какой дороге повезут их на казнь и они решают устроить засаду.
As part of the group for the release of convicted Bolsheviks was a junior of the Imperial Naval School Vasily Panin. An excellent student, third in his course, Panin was promoted to the rank of midshipman ahead of schedule and at midnight was to step aboard the cruiser "Elizaveta" as a mechanic of the bilge department.
But before that, the Bolshevik Panin and his comrades liberate their brothers in the struggle from the clutches of the guards. The freed comrades were placed on a barge, which was to take them to safety.
Having accomplished such a dangerous business, Ensign Panin, as if nothing had happened, arrived exactly on time to his place of duty on the cruiser "Elizaveta", anchored in the port of Kronstadt. Already on the ship Panin learns that the patrol boats blocked the barque with his comrades in Kronstadt Bay.
Having learned that his comrades are in trouble, Panin gives them a signal to move in the direction of the cruiser, where he, with the help of sailors sympathetic to the Bolsheviks, hides the fugitives in a cold cauldron. Upon arrival in France, Panin manages to release the fugitives into the city under the guise of sailors on leave.
At this time, the captain of the cruiser receives a radiogram from Russia, about the search for thirteen escaped political prisoners, who may have hidden on ships that left the Kronstadt. Just then the officer of the watch reported that thirteen sailors had not returned from leave, although all leave tags had been turned in.

The captain urgently orders all personnel to line up on deck and conduct an inspection. When the inspection showed that everyone was in place, the captain realized who the thirteen sailors who had not returned from leave were.
Under suspicion of assisting state criminals falls midshipman Panin, who replaced the suddenly ill midshipman Vedernikov, and instead of him led the organization of the dismissal of sailors.
The captain calls Panin to himself and advises him to go ashore and get off the ship. Panin understood the captain's friendly advice without further ado and decides to stay in France, because on his return to Russia he will be sentenced to penal servitude, and at best he will be demoted to sailor.
A few months later he receives a letter from Lenin himself, who seemed to have foreseen such a turn. He asks Panin to return to the fleet, because the Baltic is now boiling. And demotion to sailors is good, because then Panin will be closer to the sailor's environment. Inspired by this letter, Panin decides to return to his ship to organize a Bolshevik cell, because as Lenin said, the revolution is not far off....
