Narrative:

Action of the film Little Eagle takes place during the war in German-occupied Ukraine. In July 1941, the Germans capture the small town of Shepetovka, located in western Ukraine. In the central square of the town, the commandant of the town appointed by the Germans announces to the assembled townspeople the introduction of a new German order.

In addition, while the war is going on in the city, as in the entire occupied territory, a curfew is in place, restricting the movement of city residents at night. The Germans have established a labor exchange for all those who want to work. At this time, a Soviet plane appears over the city, opening fire on the Germans in the square, not caring that civilians will also fall under the bullets.

The Germans return fire and shoot down the arrogant pilot who had climbed into their rear. Eleven-year-old Valya Kotko, a pioneer and ardent supporter of the Soviet regime, immediately ran to the crash site. But they were unable to pull the wounded pilot out of the cockpit; policemen and Germans were approaching the crash site. Having gathered like-minded people from among his pioneer classmates, Valya suggests that they join the fight against the enemy.

The first thing the young pioneers do is break windows in German institutions with slingshots. His mother does not approve of her son's nighttime adventures, because the Germans can shoot him for breaking the curfew. Soon after the Germans arrive, his sister Irina announces that she has taken a job as a translator at the commandant's office. The young pioneer, whose brains have been firmly soldered by communist propaganda, declares his sister a traitor and immediately leaves home to join his friend, the homeless Ostap.

Ostap nevertheless advises Valya to return home, he would gladly return if he had a mother. Valya listens to Ostap's advice, but does not stop fighting, and soon the young pioneers steal explosives from a German warehouse. The Germans begin searches in the city. Valya, who hid the TNT blocks at home, almost "burned". Sister Irina noticed that her brother hid the explosives in a jug, and when he went to bed, she hid the dangerous "toy".

So Valya learns that his sister is a member of the city's underground organization, connected with the partisan detachment. Soon Valya, nicknamed Orlyonok, becomes a liaison between the partisans and the underground fighters. In addition, together with his comrades, on behalf of the detachment commander, he collects weapons at the sites of recent battles and passes them on to the detachment through the underground fighters. Irina informs the partisans of the arrival of a train with troops and military equipment.

Having obtained weapons, the partisans plan a daring operation at a railway junction. They manage to free Soviet people from the carriages, whom the Germans wanted to send to work in Germany, and send an empty train to meet a military train. On the bridge, the two trains collided with a roar, and German tanks and guns fell into the river.

In this operation Valya Kotko was seriously wounded and awarded an order. After the wound, the command decided to send him to the mainland, but Valya preferred to stay in the detachment.

However, the young hero was not destined to live to see victory. While the Red Army was liberating Ukraine, he died at the hands of the punitive forces who were combing the forest. Before his death, Valya managed to warn the partisans of the danger and they gave the Germans a decisive rebuff…
