Narrative:

The film "The Decision to Liquidate" takes place during the Second Chechen War. A detachment of militants under the command of Shamil Bazgaev attacks a military unit in Ingushetia, as a result of which the terrorists seize the latest portable anti-aircraft missile systems "Igla".

However, Bazgaev did not know that these new MANPADS contained a special program that blocked their use against Russian aviation, and it was practically impossible to remove such protection.

Then Bazgaev decided to buy Soviet-style anti-aircraft guns in Georgia, because he really needed them to carry out a grandiose terrorist act, which, according to the terrorist’s plan, would shock the entire world.

By this time, most people in the Caucasus were tired of this senseless war, and many fighters were going over to the federal forces. And after the seizure of a school in Beslan, which killed hundreds of children, even his closest comrades began to turn away from Bazgaev.

From one of these associates, the FSB officers hunting for Bazgaev learn that Shamil is planning to transport a large batch of portable anti-aircraft systems from Georgia.

The decision to liquidate Bazgaev had been made a long time ago, but the terrorist seemed to be under a spell and somehow miraculously got out of situations that seemed almost impossible to get out of, so the new special operation is being developed with special care.
