Columbia 1984. CIA officers Colonel Ned Trent (James Woods) and Captain Ray Quick (Sylvester Stallone), experts in explosives, must carry out an operation to eliminate a major drug dealer.

Having planted explosives on the bridge where the drug lord's car was supposed to pass, Ray began to watch and soon saw a car emerge from the forest.

To his horror, Ray noticed that there was a girl in the car, probably the drug dealer's daughter. Following the officer's code of honor and his own moral principles, Ray tries to convince Trent to call off the operation.
