The film takes place in the early 1980s. Senior investigator of the Prosecutor General's Office Bogomolov, while attending a symposium in West Berlin, unexpectedly meets a defendant in one of his most high-profile and well-known cases, "Ocean", concerning the investigation of crimes of the trade mafia in one of the Black Sea cities of the USSR.

It was the former director of the seaside restaurant "Moscow", Ivan Karlovich Gross, who was considered dead in Vorkuta three years ago. However, Gross was alive and well and now wanted to continue their conversation, which began several years ago during interrogation.

Then Gross took all the blame on himself, because he could not tell the investigator everything, otherwise his life would have ended very soon in a prison cell. However, now, being safe, he decided to open Bogomolov's eyes to the true state of affairs in the city, and who is really in charge of all the affairs in the restaurant "Moscow".

Returning to the USSR, Bogomolov decides to check Gross's information and goes to the same southern city where the "Ocean" group operated. The now famous restaurant "Moscow" was headed by a certain Skuratov, but he was far from the main one in the criminal schemes for the theft of socialist property.

The first secretary of the city party committee, Zyably, was in charge of everything in the city; he created a real criminal clan in the city, which included trade workers, police officers, and even criminals.

Having a reliable roof in the highest echelons of power in Moscow, Zyably was not afraid of anyone or anything, and the arrival of some investigator, even from the Prosecutor General’s Office, did not worry him much.

However, the situation changed dramatically with the death of Leonid Brezhnev, who never gave offense to party members, believing that the law for the Bolsheviks was a political measure, not a legal one...
