The plot of the movie Code of Silence 2 (Blackfish Trail):

The movie takes place in 1986 during the so-called perestroika period in the USSR. Police lieutenant colonel Tura Samatov, arrested on a trumped-up case six years ago, is released. The case against him was closed due to the absence of corpus delicti in his actions. He was reinstated in the Party and in the militia.

At this time, a daring and high-profile crime takes place in the Kazakh city of East Caspian. An unknown perpetrator set fire to the fish inspection building, in which fish inspector Satar Abbasov was burned alive.

Soon the arsonist himself surrendered to the police; he turned out to be a local poacher, Umar Kuliev. He will be speedily convicted and will receive the highest punishment - firing squad.
