The film takes place in the first half of the 19th century. The main character of the film, Arthur Burton, was born and raised in a very rich family. Since childhood, the young man did not need anything, but a heightened sense of justice made Arthur think not only about himself, but also about others.
At this time, his native Italy was under the yoke of Austrian imperialists, and although Arthur was not Italian, he was acutely aware of this circumstance and believed that one day Italy would be free.
However, as Arthur soon realized, faith alone is not enough for this, and freedom must be fought for. In his youth, Arthur joins the secret society "Young Italy", which was engaged in the distribution of prohibited literature.

But soon someone betrayed the organization. And its members accused young Arthur of betrayal, and after that not only his friends but also his girlfriend turned away from him.
In despair, Arthur decides to commit suicide and writes a suicide note, but by the will of fate he ends up in South America, where he soon joins the resistance groups fighting against one of the local dictators.
He goes through everything: prisons, torture, escape, hard slave labor on plantations, but these difficulties only harden Burton. And now, fifteen years after his disappearance, Arthur returns to Italy under the name of Felice Rivares, or "Gadfly" as his comrades in the joint struggle called him.
The crippled, sick Gadfly was no longer the naive youth who believed that evil could be fought by distributing literature and leaflets. Violence could only be fought with violence, so Gadfly decided to organize an armed uprising in the Papal States…
