The film takes place in Italy in the first half of the 19th century. At that time, Italy was under the yoke of Austria, and an underground national liberation movement was beginning to emerge in the country.
Student Arthur Burton also became a member of one of these organizations called “Young Italy”
But at one of the meetings of Young Italy, Arthur has a conflict with the leader of the organization, Giovanni Bolla, who criticized the activities of the Christian church and accused it of collaborating with the occupiers.
Having grown up under the influence of Cardinal Lorenzo Montanelli, Arthur was genuinely outraged by Ball's statements and his attacks on the Church.
Arthur's father had died long ago, and he had a difficult relationship with his stepmother and older brother, so Cardinal Montanelli became not only a spiritual mentor for Arthur, but also a true friend and the closest person on earth.
Therefore, feeling a sin, Arthur decides to confess, but since his spiritual father Montanelli has left for Rome by order of the Pope, Father Cardi hears the confession. Forgetting his oath given to his comrades in the organization, Arthur tells Cardi everything he knew about "Young Italy".

A few days later, mass arrests of members of Young Italy began in the city. Arthur was also arrested, but after spending a few days behind bars, he was released, pardoned by the Austrian authorities in Italy.
He understood that his confession to Father Cardi was the reason for the failure of the organization and he honestly admits this to his comrades, but now they all turn away from him.
Returning home, Arthur receives another unpleasant surprise: his stepmother reveals that he is the illegitimate son of Cardinal Montanelli.
This news finally shattered Arthur's Christian romanticism, and he, simulating suicide, fled from Italy to South America, where he took an active part in the revolutionary struggle.
Many years later, crippled in battles, he appears in his homeland under the name of Felice Revaris, but for his most loyal friends he has another name - Gadfly.
Unlike Young Italy, which was only engaged in a verbal struggle, Gadfly wages a fierce armed struggle against the occupiers and soon his name thunders throughout Italy. The entire police force of the country hunts for Gadfly, but thanks to his numerous friends and sympathizers he manages to avoid arrest for a long time…
