Narrative:
The action of the movie "Shkid Republic" takes place in the early 1920s in a Petrograd. By this time there were more than four million street children in Russia. Grigory Chernykh, a street child, was detained by the police for petty theft and sent to a reception center.
Since the prisons of the new Soviet republic were already full of both ardent enemies of the authorities and the criminal element, which during the civil war and powerlessness overwhelmed Russia, it was decided to create special correctional-educational schools for children. Grigory Chernykh was to go to such a school.
Viktor Nikolaevich Sorokin, the director of the Dostoevsky School of Social and Individual Education, was the only one of the special school directors who agreed to take Chernykh on. In addition to Chernykh, the director demanded uniforms, mattresses, bolts, screws, etc. for the school. The authorities willingly agreed to give Sorokin everything he asked for, just so that there would be one less juvenile hooligan on the street.
On the day of Grishka Chernykh's appearance at the special school, the principal and all the staff of the school were preparing for the premiere - the first enrollment of the school's students. But brought up on the harsh street laws of life boys were not so easy to organize, and teachers had to sweat a lot to bring them to their senses. If yesterday's hooligans would have as little free time as possible, Sorokin decides to immediately begin classes without waiting for the beginning of the school year.

Arikov, a teacher of literature, becomes the favorite teacher of the street children. Appeasing the unrestrained hooligans in his classes, Arikov rants about the achievements of the revolution, universal equality between students and teachers, but instead of teaching material he sings songs of "urban folklore".
This went on for two weeks, until finally Sorokin, who was fed up with this "new" method of teaching children, pointed the liberal teacher out the door. The dismissal of their favorite teacher angered the pupils of the school, and they organized a "riot".
Having established an independent hooligan state, the pupils elect their own prime minister and ministers. The rebels call the teachers Chaldeans and declare war on them. Mass riots begin at the school, and some of the teachers advise the director to turn to the police for help. But Sorokin ignores such advice and soon he manages to convince the "rebels" to sit down at the negotiating table.
After listening to the demands of the pupils, Sorokin makes some concessions to them. It was decided to create a state in the school - the Republic of Shkid (Dostoevsky School). Sorokin became the president of the new republic, and they sent their delegates to the parliament, which was to protect the interests of the pupils. Together with the pupils Sorokin wrote an anthem for the new republic and developed a coat of arms.
The boys liked this democratic approach to upbringing, and very soon they were on the path of correction. One day the ShKIDs saw pioneers in the window, whom they first took for scouts and ridiculed. Sorokin explained to the boys that pioneers were young communists, and they wanted to become pioneers too.
Sorokin petitions the pioneer authorities to admit his pupils to the pioneers, but they refuse him until the boys are fully reeducated. Having learned that they were refused, the Shkidovtsy decided to secretly organize their own organization of young communards. Sorokin did not prevent the boys, on the contrary, sanctioned their secret pioneer organization and promised the teachers to achieve its legalization....
