The series takes place during the Russian Civil War. In the spring of 1921, units of the Red Army enter Rostov. And Soviet power is established in the city. For most residents of Rostov, where power has changed almost monthly over the past year, there is a weak, but still hope for protection from bandits who have gone wild due to impunity.
To combat banditry, by order of the Chairman of the All-Russian Extraordinary Commission Felix Dzerzhinsky, a people's militia is urgently organized. A criminal investigation department is created within it.
Red Army soldier Alexei Kozyrev, a former robber, was recommended for the post of chief of criminal investigation. Known in pre-revolutionary Rostov as Lesha "Kozyr". Having voluntarily joined the Red Army and proven his loyalty to the revolution, Kozyrev was initially reluctant to accept the new appointment. It was one thing to beat up the White Guards, and quite another to catch his former buddies from the criminal underworld.
However, the management was adamant, because there were practically no experienced personnel to work in the criminal investigation department, and the former criminal Kozyrev, like no one else, knew all the layouts in the criminal world of Rostov.
