In 1944, young engineer Gennady Vybornov was taken off a train heading to the front and put in charge of a large mine. That was the beginning of his dizzying party career. Vybornov was also the head of his native district and headed the region. And for the last twenty years, he has firmly established himself in Moscow in a high government position.
Over the last twenty years, Vybornov never visited his small homeland. And he knew about the local affairs only from the official reports of the local leadership, which consisted mostly of Vybornov's own nominees. Thus, his former driver Pavel Vazhnov, who was very loyal to Vybornov, became the first secretary of the district party committee.
But one day Vybornov was forced to urgently leave for his homeland due to the death of his mother. Just at that time Vazhnov celebrated his "silver" wedding and invited Vybornov to the anniversary.

At this time, rumors began to circulate that Vybornov had been removed from his post due to a transfer to another job. Therefore, it was important for Vazhnov and other party leaders in the region, whose fate depended on Vybornov, to scout out the situation.
And Vybornov himself, who had not been to the provinces for a long time, could see what he and his comrades had built over sixty years of Soviet power. And the conclusions were disappointing. District officials had turned into county tsars and governors. They were pulling the wool over their eyes, distanced themselves from the people, and curried favor with their superiors, just to remain in leadership positions.
Vybornov tries to point out his comrades' mistakes in a friendly manner. But in the midst of the feast, the chairman of the district executive committee, Goloshchapov, receives a call from his source in the regional committee. He reports that Vybornov has not been transferred to another job, but sent into retirement.
Returning to the table, Goloshchapov allows himself to speak insolently and even insult Vybornov, before whom he had just recently been smoothly groveling. Not suspecting that his source had given him unverified information...
