The film takes place in the USSR, during the era of the so-called Brezhnev stagnation. The era of the emergence of underground Soviet millionaires, organized crime and corruption. The plot centers on a Georgian girl, Rita, the daughter of a peasant. In her youth, the beautiful Rita did not absorb the strict Caucasian upbringing about maiden honor and became the lover of a local criminal.
By chance, Rita's grandmother became a witness to their lovemaking. The grandmother hurried home to tell her father about her daughter's disgrace. But a young and hot Georgian guy caught up with the old woman and, hitting her on the head with a stone, forever silenced her lips. The father guessed who the killer was, but did not take revenge on his own daughter. Soon Rita leaves home.

Underground workshops are thriving in the country, their owners are the so-called “workshop workers" quickly get rich. But since the business is illegal, the state cannot take taxes from it. Therefore, the taxes are taken into the pockets of officials, law enforcement officers and so-called thieves in law.
Arthur and his team imposed a tax on all the "workshop workers" in the city and were a thorn in the side of officials and the police. Officially, a "workshop worker" could not go and complain to the police, since by law he himself was a criminal. Arthur knew this very well, so he had no problem extorting money from the underground dealers.
One day, Arthur learned that a competitor had appeared in his "farm". The thief in law Ramses began to put pressure on the "guild members" who regularly paid Arthur. Arthur warns Ramses not to interfere with his charter in his monastery. But Ramses ignores Arthur's threats and soon one of the "guild members" who complained about him is found with knife wounds.

Arthur's friend, Barman Volodya, is attacked by armed police officers. Arthur guesses who did this and kills Ramses. By doing so, he violates the unwritten thieves' law, since a decision to kill a thief in law can be made by a thieves' meeting.
While Arthur was busy with his affairs, Rita married archaeologist Andrey. But after a year, Rita, who had gotten used to the good life with Arthur, became bored with Andrey. Just at that time, Arthur called. He told Rita that he was being taken seriously in Moscow and asked Rita to help his people collect half a million rubles from the local "workshop workers".
Rita tells Andrey that she is going to her father in the village, saying that he is sick, and she rushes to help Artur. A few days later, the father himself came to the city, and Andrey realized that Rita had deceived him. But the money collected did not help Artur, he is arrested in front of Rita.
Rita returns to Andrey. Feeling that Andrey wants to kill her, Rita runs away to her first man, who once killed her grandmother. Rita's father asks Andrey to forget his sinful daughter and find himself a good wife. The father forcibly takes Rita home and tries to keep her under lock and key. But Rita breaks free and starts to run. Then the father takes a gun and shoots her in the back...
