The action of the film "White Crows" takes place in the late 80s. The country is in full swing perestroika, aimed, among other things, at cleansing the party ranks of all kinds of crooks and opportunists.

In one provincial city, the driver of the first secretary of the city party committee rapes a young girl, whose father filed a complaint with the prosecutor's office.

In the old days, the secretary of the city committee would have easily hushed up such a case, but recently a new prosecutor had been appointed in the city, whom the first secretary was very afraid of.

Therefore, he decides to fire the offending driver, but as it turns out, it is not that simple. The thing is that the secretary's driver was not a simple person at all and, using the patronage of his boss, was doing some dubious business in the city.

And, besides, he, a former camp warden, had collected extensive incriminating evidence on his boss, which he threatened to make public if he dared to fire him.

In such a situation, the first secretary had no choice but to try to settle the matter in any way, but unexpectedly the injured girl found advocates in the form of two young guys who had recently returned from Afghanistan.

Having seen the war, the death and suffering of their comrades, the young people were not going to put up with injustice, especially when it happened in peacetime, in their country, for which they had shed blood...
