The film is set in the 18th century. The original Russian lands of the Black Sea coast were still under Turkish rule.

Incited by France and England, Türkiye was preparing for a new war against Russia, so the governor of Novorossiya, Prince Alexander, arrived in St. Petersburg to urgently report to Empress Catherine II. Grigory Potemkin.

Potemkin asks for money and people for Kherson, where the construction of the Black Sea Fleet has begun. In Kherson itself, the plague was raging, mowing down people like flies.

And those who were still alive tried to leave the city at the first opportunity, so it was not easy in this situation to find new people for such an important state enterprise.

But suddenly a certain Fyodor Ushakov, a captain of the second rank, a descendant of an impoverished landowner family in Tambov, approaches Potemkin. Ushakov was ready to go to plague-poisoned Kherson and lead the construction of the fleet right now.

Potemkin gives this ambitious officer a chance to prove himself and is not mistaken in it. Ushakov not only managed to build the Black Sea Fleet in the shortest possible time, but also to carry out its combat consolidation and train sailors in sea and military affairs.

Meanwhile, war was knocking on Russia's door again. Frightened by the expansion of Russia's influence in the Black Sea region, England and France forced

Turkey began a military campaign against Russia, and soon the Turkish fleet approached its shores. In this campaign, Ushakov's brigade played a key role in the defeat of the Turkish army.

Ushakov's remarkable military talent and his unconventional and non-standard thinking became the basis for the new emerging naval strategy.

And Ushakov himself brought glory and the title of Rear Admiral of the Fleet. But Admiral Ushakov needed neither glory nor title, but glory and greatness of Russia, therefore, great battles and great victories awaited him ahead...
