The main character of the movie is a traffic police inspector of the district police department Pyotr Zykin honestly and conscientiously performs his official duties. He rightly believes that rules exist for everyone, and that all citizens are equal before the law.

Such naivety of the inspector caused irony not only among the local chiefs, but also among Zykin's colleagues. They laughed at the inspector, but were wary of him, because Zykin was uncompromising with lawbreakers.

But now there was a new head of a service station in town, Trunov. Because of the total scarcity in the country of victorious socialism, many heads of trade or service institutions occupied a very privileged position in society.

Party chiefs, senior officials and heads of law-enforcement agencies all fawned over them. And since automobile parts were also a scarce commodity, the "automobile god" Comrade Trunov immediately joined the pantheon of other district "gods".

But one day some ordinary traffic inspector dared to stop him. And not just a stop, but a warning for speeding. The second time Zykin took away the documents and car keys from the brazen Trunov.
