Narrative:

The action of the movie "Commission of Inquiry" takes place in the late 70s of the last century. There is an accident at the nuclear power plant "Severnaya": due to deformation of the process heat channel, the nuclear reactor overheated, and as a consequence its emergency shutdown.

A special commission was sent from Moscow to investigate the causes of the accident, including the reactor's chief designer, Zholudov. During the first days of their work, the commission members found that there was an error in the reactor's calculations, which could have caused the accident.

And although control tests showed that this error did not affect the reactor's operation, even when the power was increased, the commission had to state in its final act as the main version of the accident.

Now all the blame fell on the reactor's chief designer Zholudov, but unexpectedly Zaitsev, the plant's chief engineer, comes to his aid. Despite the complicated relationship between them because of the engineer Anna, Zaitsev found the courage to admit that a month ago they conducted a series of experiments to search for progressive modes of equipment utilization, during which they loaded uranium...
