The film takes place in 2017. Corruption in the law enforcement agencies in the country is reaching a critical point. All leadership positions in the Ministry of Internal Affairs and other law enforcement agencies are filled with "their" people. Who use their official position both for their own selfish purposes and for the purposes of their superiors.

Positions are bought and sold like places on the market. And sometimes, in order to free up a position for the "right" person, criminal cases are brought against the undesirable manager on trumped-up charges.

In this troubled time, Colonel Roman Shilov was appointed head of criminal investigation – deputy head of the main department of the Ministry of Internal Affairs of St. Petersburg. But officials of the main department and other law enforcement agencies, mired in corruption, were not happy with this appointment, fearing that the principled and honest officer Shilov would break the entire vertical of power that had been built for years…

State Duma deputy Latyshev, known for his program of reviving patriotic education of youth and the leader of the youth sports and defense society "Children of Heroes", was killed in St. Petersburg.
