After the liquidation of the criminal authority "Baikal", former operative of the central police department Pavel Semenov becomes one of the "Architects". This is what the members of the group of killers who were engaged in the liquidation of bandits, corrupt officials and murderers against whom the official justice system was powerless called themselves.

However, even after becoming an “architect,” Semenov did not believe that anyone had the right to take justice into his own hands, and he explained his scores with “Baikal” as revenge for his friend, Alexei Fomin.
