The film takes place on New Year's Eve. On this occasion, the House of Culture is in full swing preparing for the annual holiday carnival. But the acting director, Comrade Ogurtsov, has a slightly different view of what kind of holiday program a Soviet worker should receive on New Year's Eve.

In addition, comrade Telegin himself will be present at the New Year's Eve celebration at their community center. He is a city council deputy and a big man in general. In this regard, comrade Ogurtsov decided to make "small" adjustments to the holiday program.

In his opinion, a forest hut should be installed on the stage, from which a speaker will emerge and introduce those present to the labor achievements of their House of Culture over the past year. This short report, in Comrade Ogurtsov's opinion, will last "only" forty minutes.

In addition, comrade Ogurtsov expressed a desire to personally inspect the preparations for the festive concert. But since he was a very serious comrade, he quickly rejected all the numbers in the concert program due to their categorical lack of seriousness.

The stupidity of the old bureaucrat put the organizing committee in a difficult situation, because the director ordered to change almost the entire program two days before New Year's Eve. But the guys did not lose their heads, they decided to bypass the director and leave everything as it was.

Seeing that his plan is being sabotaged, Comrade Ogurtsov becomes furious and tries to prevent the celebration, but all his efforts are nullified by his cheerful and resourceful subordinates. Ogurtsov's vigorous activity only causes a storm of laughter, even from Comrade Telegin, for whom the director tried so hard.

Realizing that he had lost, Ogurtsov rushed to his office and dictated a "telegram" to his secretary to his superiors, hoping that she would cover for him for all the "outrages" that had taken place on stage. But the carnival night was in full swing and no bureaucratic obstacles could stop it...
