Action of the film Criminal Quartet takes place in the late 80s of the last century in Russia. District prosecutor investigator Semyon Portnov arrived from a business trip from Omsk. There, in a warehouse, a large batch of defective shoes was discovered, which were supplied by a shoe factory from the city where Portnov worked.
This factory signed a contract with an Italian company for the supply of imported equipment and raw materials, but as Portnov guessed, all the Italian raw materials went "on the left", and defective goods produced from domestic raw materials were sent to Omsk, which were then conscientiously written off. This scheme brought the embezzlers huge profits from the state budget.

Having seized the defective goods, Portnov sent them to the place of production in a sealed wagon, and while the wagon was on its way from Omsk to the city, the investigator paid a visit to the factory, where he sealed the warehouse of finished products, placing it under the protection of the VOKHR. All attempts by the factory management to persuade the investigator not to do this were unsuccessful, and then the criminals decided to put pressure on Portnov's most vulnerable spot.

Portnov realized that they were not joking with him, because there were very big money and serious people involved in the case. He did not officially report to the police: the bandits probably had their own people there. For help, Semyon turns to his inseparable childhood friends: Murat Mukhanov, Petr Sarayev and Nikolay Larin. Mukhanov and Sarayev are police officers, Larin is a former journalist.

After listening to Portnov's story, the friends realized that it was useless to start an official investigation; the bandits would probably carry out their threat in any case, even if Portnov fulfilled all their conditions. First, it was necessary to track down the criminals' connections: through whom they were selling imported raw materials. Mukhanov took measures so that the wagon with defective goods "accidentally" got to the wrong station, and Larin gave a brief information to the newspaper that a wagon with defective goods was soon to arrive in the city.
The criminals react to this information immediately: Larin is kidnapped right at the door of his apartment. The journalist is taken to the headquarters of the criminal group, tied up and with his eyes closed. The bandits demand that Larin remain silent or they threaten to kill him.
Meanwhile, an unknown person contacts Portnov and says that he has information about his son's kidnappers. For his information, he asks for a huge sum at that time - thirty thousand rubles. Portnov, with the help of friends, manages to collect this money, but the unknown person has just reported in the evening that the criminals are supposed to meet in the swimming pool. This information, although very meager, was some kind of clue. Larin also remembered that his kidnappers brought him to some room where there was a strong echo, perhaps this was the swimming pool.
Having figured out which of the city's four swimming pools might contain the criminals, the criminal quartet pays a surprise visit. The criminals, who had embezzled huge amounts of budget money, surrounded themselves with numerous security guards from among athletes and criminals, but the four friends accepted an unequal fight: after all, truth is stronger than money...
