Shilov finds the murderer of General Kalyuzhny's daughter, thanks to which he avoids arrest and further prosecution. Organized by his long-time sworn "friend" and immediate superior Kovalev, the chief USB Demidov and the chairman of the anti-corruption committee Dubrovsky.

But as a result of the agreements, Shilov was removed from his position as the head of the "homicide" department of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and sent with a demotion to the district department as a private operative. In his place, Gushchenko was appointed head of the department - Kovalev's man, ready to carry out all the orders of his boss.

Gushchenko, on Kovalev's orders, dismisses Shilov's friends Ivanov and Arnautov. Sending the first into retirement and the second to the patrol and guard service. Kovalev himself has already become cramped in the office of the head of the criminal police of the Main Directorate of Internal Affairs. Which he occupied quite recently and, at Dubrovsky's suggestion, he decides to aim for the post of deputy minister of internal affairs.

Kovalev's "business" partner, the head of the Internal Security Directorate, Demidov, also takes part in the "tender" organized by Dubrovsky. But now their common enemy Shilov has faded into the background, and the former partners have clashed in a bloody fight for the coveted and "fishy" position.

But Dubrovsky did not want to forget about Shilov, therefore, from Demidov and Kovalev, in addition to their financial contributions, Dubrovsky sets the task of finally closing the issue with Shilov.

Shilov also had no intention of forgetting Dubrovsky, much less stopping the war unleashed against him by his corrupt colleagues. His enemies had administrative resources and huge amounts of money on their side, while Shilov had his sharp analytical mind, operational savvy and several loyal friends…
