By the beginning of the 90s, the perestroika of the country announced by the first president of the USSR, Mikhail Gorbachev, had actually failed. The existence of the USSR as a single union state was under threat, and as a consequence, the expediency of the existence of the union center itself in the person of Gorbachev and his government. A parade of sovereignties was taking place across the country, not only in the union republics, but also in many autonomous republics in Russia itself. This process was especially active in Chechnya, where the nationalist regime of General Dzhokhar Dudayev came to power…

From 1992 to 1994, the central government in Moscow seemed to ignore the processes taking place in Chechnya. And although Moscow did not legally recognize the self-proclaimed republic, in fact, Russian laws were no longer in effect in Chechnya. This led to Chechnya becoming a huge offshore zone through which huge funds from the Russian budget were laundered. Only because of the machinations with counterfeit payment orders, the state budget of the Russian Federation lost up to four billion dollars...

By the beginning of 1994, many in Moscow realized that the problem with Chechnya needed to be solved somehow. At first, Moscow relied on supporting the anti-Dudaev opposition, but by this time Dudayev managed to create a combat-ready mobile army in Chechnya and maintain the situation in the rebellious republic. Then Moscow finally decided to introduce a regular army into Chechnya. The first assault on Grozny resulted in heavy losses for the federal troops…

After two months of fierce and bloody battles, federal troops managed to take control of the capital of the Chechen Republic, Grozny, but they were still far from complete victory. The war took more and more victims on both sides, and was becoming increasingly unpopular in Russia. The next presidential elections were coming up, and everyone understood that the candidate who could resolve the conflict would have the greatest success. Both sides of the conflict came to the understanding that it was time to negotiate…
