Narrative:
The action of the film "The Underground Regional Committee is Active" takes place between 1941 and 1944. In June 1941, the first secretary of the Chernigov Regional Party Committee, Alexei Fedorov, together with his deputy, Nikolai Popudrenko, were on a working trip around the region, where they received the news of the beginning of the war.
Immediately returning to Chernigov, Fedorov receives instructions to come to Kyiv for a meeting with the First Secretary of the Central Committee of the Communist Party of Ukraine, Comrade Korotchenko. At this meeting, the question of the transition of party organizations to work underground was considered and Fedorov was instructed to organize an underground regional party committee in the Chernigov region, which would coordinate the work of the underground and partisan detachments.
Returning to Chernigov, Fedorov gets down to work. The district party committees also go underground, and partisan detachments are created under them. But soon Fedorov decides to unite all the district organizations and partisan detachments into one large detachment under his command.
The partisans become a formidable force, inflicting significant damage on the enemy and drawing significant forces away from important strategic battles. By 1943, Fedorov's partisan detachment, having extensive experience in sabotage and subversive work behind enemy lines, receives a new mission.
Fedorov was ordered to redeploy to the Kovel area, where there was a major railway junction through which supplies were being supplied to the German armies preparing for an offensive on the Kursk Bulge. Here the partisans were to organize a "rail war", paralyzing the supply of reinforcements and reserves to the front...

Подпольный обком действует четырёхсерийный телевизионный художественный фильм режиссёра Анатолия Буковского о партизанском движении на Черниговщине в годы Великой Отечественной войны, снятый по мотивам одноимённой книги мемуаров А. Ф. Фёдорова на Киностудии им. А. Довженко в 1978 году. Премьера состоялась 26 января 1979 года. В фильме использованы архивные материалы, кинохроника, а также фотодокументы военного корреспондента Я. И о достоверности там и речи быть не может. Победа ковалась не только на поле боя, во время открытых сражений с противником. Свой весомый вклад в разгром немецких войск внесли партизанские отряды. В фильме «Подпольный обком действует» мы видим, что благодаря слаженной работе партизан и местного населения, удавалось достаточно ощутимо нанести вред фашистским оккупантам. Картина рассказывает о самых важных моментах сопротивления.
