Narrative:

Action of the film About businessman Foma unfolds after the collapse of the Soviet Union. The village machine operator, Krutye Osypi Foma Drakin is having a hard time coping with the collapse of a great country, which had some kind of order, not like it does now.

Foma tries to drown his dissatisfaction with today's government in vodka, only over a bottle of his native one, and in good company, could he, wiping away a slobbering tear, recall how good life was under Soviet power. Once, after such sad memories, Foma almost drowned a collective farm tractor, having bet with a comrade that he would drive it across a river that had become shallow after the democrats came to power.

For such a prank, Foma gets a scolding from the chairman. But before this scolding has time to exert its pedagogical influence, Foma gets into a new story that drastically changes his life. And it all started with Foma damaging a finger with his tractor, not just anyone, but the head of the region, Comrade Basurmanov himself.

The chairman of the collective farm is depressed by the behavior of his machine operator and advises him to immediately go to the region to comrade Basurmanov and ask him for forgiveness, otherwise Foma will face prison. Having taken the gifts and sewn money into his underwear for comrade Basurmanov, Foma went to the city. It turned out that the head of the region is a kind-hearted person, does not hold a grudge against Foma, and did not even take money from him.

On the contrary, Comrade Basurmanov was glad to talk to a man of the people, to learn first-hand about his problems and opinions about the new government. Having resolved the issue with Basurmanov positively, Foma went to the nearest pub to celebrate. There, with a random drinking buddy who called himself a rocket scientist, Foma took communion so much that he ended up in a sobering-up station. It turned out that while Foma was unconscious, vigilant officers found money sewn into his underwear.

Returning home, Foma went into a pay toilet at the bus station and was amazed by the commercial ingenuity of its owner. This idea inspired Foma to go into business and build a similar pay toilet in his village. Returning home, Foma quits drinking and sets about implementing his idea.

The first thing he does is go to the chairman of the collective farm and ask for a loan for construction. But when he finds out what Foma is going to build, the chairman gets indignant and refuses the loan.

But Foma did not despair, he went to a commercial bank, where he took out a loan, pledging all his property. Soon the project was completed and ceremoniously opened in the presence of journalists and blessed by a local priest. The affairs of businessman Foma are rapidly on the rise, and he is already thinking about expanding the business.

He decided to build a sort of men's club next to the toilet, where the collective farmers could spend their leisure time playing checkers and billiards. For women, Foma suggested building a laundry room, buying expensive washing machines from Japan. However, while moving towards the heights of financial well-being, Foma made enemies in the form of the village communist Luka Sovkov and city racketeers.

Foma's first encounter with racketeers ended with the latter's shameful flight. But the bandits did not forget the insult and, under cover of night, set Foma's enterprise on fire. His paratrooper son Mitya, who has returned from the army, promises to take revenge on the bandits, but his father advises against wasting precious time on revenge. He already has global plans in his head: to cover not only his native village, but the entire region, and maybe even higher, with a network of pay toilets...
