However, the OGPU leadership asks the four combat friends not to hurry, because not all the enemies of the revolution have been destroyed yet and they are making plans to regain power in Russia. The OGPU receives a request for permission to enter Russia from four former ardent counter-revolutionaries and sworn friends of the elusive avengers: Colonel Kudasov, Staff Captain Ovechkin, Ataman Burnash and a certain Prince Naryshkin.

These gentlemen now resided in Paris, and asked the Soviet authorities to permit them to come to the Motherland, for they had already supposedly repented of their crimes before it and before the people. But the leaders of the punitive organs of the proletarian republic doubted the repentance of such hardened enemies, whose hands were covered with blood.
The OGPU leadership knew that in Paris the former White Guards had organized a kind of center, and the above-mentioned persons were active participants in it and held a high position in its hierarchy. In addition, all Parisian newspapers trumpeted that Russian emigrants were about to crown one of the heirs to the Russian throne in Paris.

However, Ovechkin managed to evade surveillance and outwit the Chekists. Behind the theft of the great imperial crown are Western intelligence services, which organized its abduction, which would compromise the Soviet government and accused of plundering the royal gold. In addition, the crown of the Russian Empire itself cost a lot of money and was soon to be sent across the ocean on a steamer with the romantic name "Gloria". Having learned that Ovechkin should get on the "Gloria" when it will pass near the shores of Odessa, the elusive vigilantes rushed there...
