The series is set in 1992. Convicted of robbery Mikhail Tabakov, nicknamed "Tabak", is released. The new economic and social reality in which the country finds itself has become fertile ground for swindlers of all stripes, so Tabak, quickly sensing the wind of change, decides to set off to conquer the Northern capital.

Strong, brave, daring and smart Tabak immediately comes to the attention of the St. Petersburg crime boss Fomich and soon becomes his right hand. However, Tabak does not intend to sit in the background for long and after some time he forces Fomich to retire.

Fomich, a follower of the old thieves' traditions, no longer met the new realities of the criminal world, and the tough and cold-blooded Tabak stopped at nothing, advancing to the heights of power like a tank. As he advanced, Tabak left behind him mountains of corpses, and it seemed to many that there was no force left in the city to stop him.

But there was one man who could do it. His name was Alexey Chumov (Chuma), an operative of the criminal investigation department of the Main Directorate of the Ministry of Internal Affairs in the Leningrad Region. Chuma, like Tabak, was brave, strong, daring and smart, but unlike his counterpart, he was bound by the law. But one day Chuma realized that by acting according to the law, he would never defeat Tabak and therefore, he was forced to resign from the authorities...
