Plot:
The action of the film "Promised Heaven" takes place in 1991. The USSR is living out its last days, the country is in a severe economic and social crisis. Millions of people suddenly became beggars and many of them are forced to literally go out to the porch and beg for alms.
The main characters of the film are people who have lost everything: family, work, home. Such people are called homeless people – people without a fixed abode. Now their home has become a city dump near one of Moscow's railway stations.
It was a kind of state within a state, and since a state must have its own president, there was one in this state of the poor – former party worker Dmitry Loginov, repressed during the years of lawlessness.
He defends the interests of his people before the city authorities, who, for the time being, turn a blind eye to what is happening at the landfill, thanks to the generous bribes that the poor were forced to pay for its rent.

But the "President" feels that they don't have much time left and tells his subjects about aliens who will soon arrive and take them with them to the promised Heaven.
The "President" was not deceived by his instincts. At that time, the district committee was deciding on the issue of leasing the land on which the dump was located. joint American-Russian venture for the production of contraceptives, and it was decided to send all the inhabitants of the landfill: some to prison, some to a mental hospital, and some to a nursing home.
Having failed to reach an agreement with the poor and free the dump in a friendly manner, the authorities, with the support of special forces reinforced by tanks, begin an assault. The inhabitants of the dump try to protest and resist, but in vain, the forces were unequal and the soldiers, grabbing the protesters, seat them in cars.
But the "President" and several of his colleagues manage to start and steal an old steam locomotive standing on a siding. Unexpectedly for them and those who were pursuing them, the locomotive took off and rushed into the promised heavens that the "President" had told about...
Концовка фильма носит аллегорический характер: люди, не вписавшиеся и не желающие вписываться в новую жестокую действительность, улетают из неё в неизвестном направлении, в мир своих грёз и идеалов…

А в чем смысл этого фильма?
Как то слабоватый фильм для Рязанова. Хотя все фильмы Рязанова снятые после распада СССР еще хуже.
Чем ближе к концу СССР,тем фильмы становились какие-то бредовые, особенно комедии. К сожалению даже такой великий режиссер как Рязанов не избежал творческого застоя
